The Ministry of Foreign Affairs and the Ministry of Water, Irrigation and Energy of the Federal Democratic Republic of Ethiopia noted with frustration the Statement gave by the United States Department of Treasury on the Grand Ethiopian Renaissance Dam (GERD) discharged on 28 February 2020, after a gathering held without Ethiopia’s support. Ethiopia had advised Egypt, Sudan, and the US that it required more opportunity to consider on the procedure.
Ethiopia as the proprietor of the GERD will start first filling of the GERD in corresponding with the development of the Dam as per the standards of evenhanded and sensible use and the causing of no critical damage as accommodated under the Agreement on the Declaration of Principles (DoP).
Ethiopia doesn’t acknowledge the portrayal that the exchange on the Guidelines and Rules on the First Filling and Annual Operation of the GERD (Guidelines and Rules) is finished. The “content” supposedly initialed by the Arab Republic of Egypt in Washington D.C. isn’t the result of the arrangement or the specialized and legitimate conversation of the three nations. Ethiopia clarified that the Guidelines and Rules must be set up by the three nations. The Countries are yet to deliver extraordinary issues relating to the conclusion of the Guidelines and Rules.
Ethiopia, with the full information and understanding of Egypt and Sudan has tended to all dam security related issues during the International Panel of Experts process. Egypt and the Sudan had communicated their thankfulness under Principle 8 of the DOP and Ethiopia will keep on actualizing it in accordance with some basic honesty.
Ethiopia is resolved to proceed with its commitment with the Arab Republic of Egypt and the Republic of the Sudan to address the extraordinary issues and finish the Guidelines and Rules on the principal filling and yearly activity of the GERD.
